Joe Wai Architect Inc. has applied to the City of Vancouver to amend the existing CD-1 (505), By-law No. 10306 at 970 Union Street. The amendment is for the renovation/addition of an existing multi-level care facility to meet current Vancouver Coastal Health Guidelines and requirements:

    • enlargement of the existing 137 bedrooms (188 beds) and adding new bedrooms, to total 200 bedrooms (225 beds);
    • enhancing washroom accessibility;
    • creating a Special Care unit;
    • grouping of the units with satellite dining and lounge areas;
    • enlargement of common space as required

The proposal includes a floor space ratio (FSR) increase from 1.7 to 3.0, an increase in height from 11.3 m to 32.2 m, and a total of 28 off-street parking stalls and 1 loading bay.


This application has been approved by Council at Public Hearing on September 24, 2013. The conditions having been met, Council enacted By-law No. 11763, CD-1 (505), on March 28, 2017.
