728-796 Main St rezoning application

This application was approved by Council at Public Hearing on February 9th, 2021.


We would like your feedback on a rezoning application at 728-796 Main St. The proposal is to allow for the development of a 11-storey mixed-use building. The zoning would change from HA-1A (Historic Area) to CD-1 (Comprehensive Development) District. This proposal includes:

  • 19 social housing units on levels 2 and 3
  • 75 strata housing units on levels 4 to 11
  • A floor space ratio (FSR) of 6.68
  • A floor area of 1,121 sq. m (85,673 sq. ft.)
  • A building height of 34.8 m (114.3 ft.)
  • Four levels of underground parking with 64 vehicle parking spaces and 195 bicycle parking spaces

This application has been allowed to proceed under the rescinded Rezoning Policy for Chinatown South (HA-1A).

Key changes from the last submission (received May 1, 2017) include:

  • Height reduced from 150 ft. to 114.3 ft. (or from 15 storeys to 11 storeys).
  • Reduction in residential strata unit count from 99 to 75.
  • FSR reduced from 8.12 to 6.68.
  • Floor area reduction from 104,252 sq. ft. to 85,673 sq. ft.
  • Relocation of some social housing units from level 3 to level 2 while retaining the commercial mezzanine
  • Additional indoor amenity space and a larger outdoor amenity space for social housing residents

Please note that while the building size and height have been reduced, the number of social housing units remain at 19.

An in-person community open house was held for the revised application on October 30, 2019, from 4:30-7:00 pm at the Chinese Cultural Centre, Multi-purpose Hall (50 E Pender St).

The open house for the original application was held on September 26, 2017 from 5:00-8:00 pm, at the Chinese Cultural Centre, Auditorium (50 East Pender Street).
