Rezoning Application - 5055 Joyce Street


Revised Submission (March 17, 2020)

The City of Vancouver has received a revised rezoning application to rezone 5055 Joyce Street from C-2C to CD-1 (Comprehensive Development) District under the Joyce-Collingwood Station Precinct Plan. The revised proposal consists of a 36-storey mixed-use development with at-grade commercial space and 360 rental residential units over four levels of underground parking and includes:

  • Ground floor commercial retail units;
  • 360 rental residential units including 1-floor of below-market rental housing at 20% below CMHC average rent for the neighbourhood;
  • A floor space ratio (FSR) of 15.97;
  • A floor area of 23,732.9 sq. m (255,457.8 sq. ft.);
  • A building height of 96.1 m (315.3 ft.);
  • 103 underground parking spaces, 727 bicycle spaces, and 2 Class B loading spaces.


Please note: This is a resubmission for this site. The original proposal was for a 32-storey mixed-use building with at-grade commercial and 298 strata residential units (see below). The applicant has proposed amendments to their original proposal including:

  • Four additional floors changing from 32-storeys to 36-storeys;
  • Changes to floor-to-floor heights thereby reducing the increase to the overall building height; and
  • Change in tenure of the residential portion to 100% of the residential floor as secured rental housing, with 1-floor of rental housing at rates 20% below CMHC’s average rent for the neighbourhood;

The application is being considered under the Joyce-Collingwood Station Precinct Plan.

A community open house was held on November 15, 2018 from 5-8pm at the Collingwood Neighbourhood House, 5288 Joyce Street, with City staff and the applicant team available to answer questions.

This application was approved by Council at Public Hearing on October 6, 2020. The conditions having been met, Council enacted By-law No. 12940, CD-1 (768), on March 30, 2021.

Revised Submission (March 17, 2020)


Second Submission (August 23, 2019)

The City received a revised application on August 23, 2019.  There are changes in the site configuration which are in response to the City’s request to relocate the lane to improve pedestrian and cyclist comfort along the BC Greenway, reduce the potential conflicts between the vehicles in the lane and transit vehicles, as well creating opportunities for public open space adjacent to the project. Density and height will remain the same. The key changes from the previous submission include the:

  • Reconfiguration of the ground floor for the introduction of a pedestrian plaza to the south (adjacent to the BC Parkway) and a city lane to the north;
  • Introduction of a SRW (statutory-right-of-way) lane to the north of the site;
  • Increase of residential units from 298 to 307;
  • Reduction of floor area from 23,090 sq. m (248,535 sq. ft.) to 21,690 sq. m (233,471 sq. ft.);
  • Reduction of vehicle parking spaces from 197 to 178 based on proposed Transportation Demand Management; and
  • Increase of bicycle spaces from 533 to 653.


Original Submission (September 12, 2018)

The City of Vancouver has received an application to rezone 5055 Joyce Street from C-2C District Schedule to CD-1 (Comprehensive Development) District under the Joyce-Collingwood Station Precinct Plan. The proposal consists of one 32-storey mixed-use building over six levels of underground parking and includes:

  • ground floor commercial retail units;
  • 298 market strata residential units;
  • a floor space ratio (FSR) of 15.5;
  • a floor area of 23,090 sq. m (248,535 sq. ft.);
  • a building height of 93 m (305 ft.); and
  • 197 underground parking spaces and 533 bicycle spaces.
