Rezoning Application - 400 West Georgia Street

The City of Vancouver has received a revised application to rezone 400 West Georgia Street from Downtown (DD) District to Comprehensive Development (CD-1) District to allow for a 24-storey LEED® Platinum commercial office building.

Since the application that was submitted in April, 2017, there have been changes to meet the recommendations specified by the Urban Design Panel. Key changes include:

  • An increase in FSR from 17.51 to 17.87
  • an increase in the public realm area along Homer Street
  • moving vehicular access from Homer Street to the lane;
  • moving the first four floors to accommodate a larger setback from the curb on West Georgia Street;
  • incorporating higher quality lane treatment adjacent to the rear of the building;
  • removing parallel parking stalls; and
  • adding provisions for a traffic study

Please see original application below for comparison. The new proposal includes:

  • a building height of 91.82 m (301 ft.);
  • a floor space ratio of 17.87 FSR;
  • ground-level commercial space;
  • twenty-three floors of office space; and
  • six levels of underground parking.

This rezoning application is being considered under the Rezoning Policy for the Central Business District (CBD) and CBD Shoulder.

A community open house was held on September 18, 2017 from 5-8pm, at the Queen Elizabeth Theatre, Salon Room (650 Hamilton Street), with City staff and the applicant team available to answer questions.

This application has been approved by Council at Public Hearing on February 20, 2018. The conditions having been met, Council enacted By-law No. 12153, CD-1 (699), on July 10, 2018.
