Rezoning Application - 3701-3743 West Broadway
The City has received an application to rezone 3701-3743 West Broadway from RS-1 (single family dwelling) and C-2 (Commercial District) to CD-1 (Comprehensive Development) to allow for the development of a 14-storey mixed-use building including:
- a total of 153 secured rental units (with 20% of the residential floor area assigned to moderate income households);
- commercial uses at grade;
- a total floor space ratio (FSR) of 5.34;
- a total floor area of 11,537.4 sq.m (124,187.5 sq.ft.);
- a maximum height of 52.63 m (172.7 ft.); and
- 53 underground parking stalls and 301 bike spaces.

The application is being considered under the Moderate Income Rental Housing Pilot Program.
This application was approved at the Public Hearing on Oct 29, 2020, following the Public Hearings held on Oct 27 and Oct 28.
Revised Application (May 27, 2020)
A revised application was submitted following feedback received from the community open house, Urban Design Panel, and further staff review. Changes were primarily made to revise the building design. Other changes include:
- Reducing the building height by 1.63 m (5.3 ft.)
- The number of commercial units was revised from 5 units to 4 units
- The residential unit count was increased from 153 units to 161 units
- Increased landscape treatment at the ground level
- Minor adjustments to building setbacks
The revised application consists of a 14-storey mixed use building including:
- A total of 161 secured rental units (with 20% of the residential floor area assigned to moderate income households);
- Commercial use at grade;
- A total floor space ration (FSR) of 5.33;
- A maximum height of 52.63 m (167.3 ft.);
- Total floor area of 11,486 sq.m. (123,634 sq.f.)
- 51 underground parking stalls and 297 bicycle spaces.
