Rezoning Application - 3560-3570 Hull Street &

2070-2090 East 20th Avenue

 

The City of Vancouver has received an application from Brook Pooni Associates to rezone 3560-3570 Hull Street and 2070-2090 East 20th Avenue from RS-1 (One-Family Dwelling) District to CD-1 (Comprehensive Development) District, to permit a development containing 3.5 storey townhouses, a 4-storey apartment building and a retained heritage house.

Since the application was submitted in August 2017, there have been changes to the number of units and site design to improve compatibility with the neighbourhood and the retained heritage house. The rooftop amenity terrace for the apartment building was moved to face Hull Street to reduce height and massing from the street, and the building’s relationship to the grade was improved. The proposal has been modified, with the number of apartment units reduced to 22 (originally 28) and the number of townhouses increased to 46 (originally 41). The separation between the apartment building and townhouse units have been increased to improve the usability of the children’s play area and livability of units. The townhouse building facing East 20th Avenue was divided into two buildings, with open speace between, to create a more neighbourly streetscape. Some building setbacks from the property lines were also increased to better integrate the project into the neighbourhood. The FSR has increased slightly from 1.53 to 1.58. The proposal now includes:

      • 69 secured market rental residential units (46 townhouses , 22 apartment units, and one heritage house);
      • A floor area of 6,988 sq. m (75,215 sq. ft.);
      • A floor space ratio (FSR) of 1.58;
      • A maximum height of approximately 15.4 m (50.5 ft.);
      • Relocation and designation of an existing heritage house at 2088 East 20th Avenue; and
      • 83 underground parking spaces.

Note: The proposed development has changed since the developer-initiated pre-application open house (held on April 4, 2017 at the Croatian Cultural Centre):

      • The entrance to the underground parkade is now proposed to be located off of East 20th Avenue;
      • The north-south lane, as shown at the pre-application open house, has been removed. As many trees as possible will be retained in this area. Trees adjacent to properties to the south/east are to be retained; and
      • A new lane for fire and emergency access only is proposed along the south property line, next to the SkyTrain guiderails. As a consequence of the new lane, the existing poplar trees adjacent to the south property line are proposed to be removed and replaced with a new row of trees, of significant size, on the site.

This application is being considered under the Affordable Housing Choices Interim Rezoning Policy.

A community open house was held from 5:00-7:30 pm on Tuesday, October 3, 2017 at the Croatian Cultural Centre (3250 Commercial Drive), with City staff and the applicant team available to answer questions.

This application has been approved by Council at the July 11, 2018 Regular Council Meeting, following the July 10, 2018 Public Hearing.

  • 70 secured market rental residential units (41 townhouses, 28 apartment units, and one heritage house);
  • A floor area of 6,800 sq. m (73,192 sq. ft.);
  • A floor space ratio (FSR) of 1.53;
  • A maximum height of approximately 15 m (50 ft.);
  • Relocation and designation of an existing heritage house at 2088 East 20th Avenue; and
  • 82 underground parking spaces.
