Rezoning Application - 1837-1857 East 11th Avenue and 2631-2685 Victoria Drive

 

The City of Vancouver has received an application from Perkins+Will to rezone 1837-1857 East 11th Avenue and 2631-2685 Victoria Drive from RM-4 (Multi-Family) District to CD-1 (Comprehensive Development) District, to permit the development of a 10-storey residential building with a 6-storey residential podium.

Since the application was submitted in April, 2017, there have been changes to the height and massing of the building to improve compatibility with the neighbourhood and retained heritage house. The proposal has been modified to include an 11-storey tower and a reduced 5-storey podium, however the total FSR of 3.59 has not changed from the date of initial application. There have also been some minor changes (i.e. total unit count and floor area) to the proposal in order to meet the City’s Horizontal Angle of Daylight, which requires a certain amount of daylight in all bedrooms, and a relocation of the public bike share off-site to provide ground level access for units along Victoria Drive. The number of parking spaces has also increased. Please see original application summary below for comparison.

The proposal now includes:

    • 138 units (72 secured market rental residential units and 66 strata units);
    • A floor area of 9,710 m2 (104,518 sq. ft.);
    • A floor space ratio (FSR) of 3.59;
    • Relocation and designation of a Vancouver Heritage Register Category "B" heritage house;
    • A height of approximately 34.7 m (114 ft.); and
    • 116 underground parking spaces.

This application is being considered under the Grandview-Woodland Community Plan.

A community open house was held on July 5, 2017 from 5-7:30pm, at the Croatian Cultural Centre, (3250 Commercial Drive, Vancouver), with City staff and the applicant team available to answer questions.

This application was presented to Council at the June 26, 2018 Public Hearing. Council deferred discussion and decision on this application to the Regular Council Meeting on July 10, 2018. This application has been approved by Council at Regular Council on July 10, 2018.
