Rezoning Application - 1303 Kingsway & 3728 Clark Drive

The City of Vancouver has received an application to rezone the subject site from C-2 (Commercial) District to CD-1 (Comprehensive Development) District, to permit the development of a six-storey mixed-use building.

Since the open house, a revised application was submitted on October 10, 2018 (see below). The building massing on the upper levels has been reduced by providing additional step backs along the rear façade and the shared property line. This reduces the shadowing impacts on properties to the north and improves the transition to the adjacent residential neighbourhood. The revisions also include a reduction in floor area, additional parking, an increase to the number of units from 53 to 54, and the addition of a second Class B loading space.

The proposal now includes:

    • 54 secured market rental residential units;
    • commercial uses at grade;
    • a floor area of 4,902 sq. m (52,762 sq. ft.);
    • a floor space ratio (FSR) of 3.69;
    • a building height of 22.77 m (74.7 ft.); and
    • 54 underground parking spaces.

    NOTE: Due to the drop in elevation from Kingsway north to the lane, the building will appear seven-storeys from the lane.

This application is being considered under the Secured Market Rental Housing (Rental 100) Policy.

A community open house was held on Tuesday, May 8, 2018 from 5-7 pm at the Church of Nazarene, located at 998 East 19th Avenue, with the applicant team and City staff available to answer questions.

This application has been approved by Council at Public Hearing on April 2, 2019. The conditions having been met, Council enacted By-law No. 12665, CD-1 (741), on March 31, 2020.
