1190 Burrard St rezoning application

This application was approved by Council at Public Hearing on July 6, 2021.


We would like your feedback on a rezoning application at 1190 Burrard St. The proposal is to allow for the development of a 17-storey mixed-use building. The zoning would change from DD (Downtown) to CD-1 (Comprehensive Development) District. This proposal includes:

  • A total of 139 social housing units
  • Commercial uses at grade
  • Social service centre of 1,247 sq. m (13,427 sq. ft.)
  • A floor space ratio (FSR) of 9.14
  • A floor area of 11,459 sq. m (123,341 sq. ft.)
  • A height of 52.34 m (171.73 ft.)
  • 34 underground parking stalls and 276 bike spaces

The application is being considered under the Downtown Official Development Plan.

An in-person community open house was held on January 20, 2020 from 5:00-8:00 pm at the Holiday Inn Hotel (1110 Howe St). Consultation for this application predated the City’s virtual engagement strategy that was implemented due to the COVID-19 pandemic.
