Rezoning applications

 

Rezoning Application - 1111-1123 Kingsway

On July 5, 2019, the City received an application to rezone 1111-1123 Kingsway from C-2 (Commercial District) to CD-1 (Comprehensive Development). The application is being considered under the Moderate Income Rental Housing Pilot Program.

A community open house was held on September 4, 2019, 4:30 pm - 7:30 pm at the Polish Community Centre, (4015 Fraser Street) with City staff and the applicant team available to answer questions.

A revised application was submitted on December 12, 2019 with an update to the parking plan to include transportation demand management measures received on January 23, 2020.

This application has been approved by Council at Public Hearing on July 7, 2020.

 

Revised Parking Plan (January 23, 2020)

A revised parking plan was submitted incorporating transportation demand management measures such as transit passes and car share memberships for residents, as permitted by the Parking By-law. Chnages include:

  • Removal of the P2 underground parking level;
  • 44 underground parking stalls and 262 bicycle spaces;
  • Reconfiguration of the ground floor resulting in a floor space ratio (FSR) of 5.39;
  • Revised Parking Plan.

 

Revised Application (December 12, 2019)

A revised application was submitted following feedback received from the community open house, Urban Design Panel, and further staff review. Changes were made to decrease the shadowing impact into the surrounding neighbourhood and to simplify the residential tower's form. Changes include:

  • Building podium along Kingsway was decreased in height from 6 to 5 storeys;
  • The floor plate size of the 7th to 9th floors was reduced to simplify the residential tower's form;
  • Displaced floor area was transferred to a new 14th storey for the residential tower.

The revised application consists of a 14-storey mixed use building including:

  • a total of 131 secured rental units (with 20% of the residential floor area assigned to moderate income households);
  • commercial uses at grade;
  • a total floor space ratio (FSR) of 5.38;
  • a total floor area of  9,596 sq. m (103,293 sq. ft.);
  • a maximum height of 45.7 m (150 ft.); and
  • 94 underground parking stalls and 262 bicycle spaces.

 

Original Application (July 5, 2019)

The original proposal consists of a 13-storey mixed-use building including:

  • a total of 128 secured rental units (with 20% of the residential floor area assigned to moderate income households);
  • commercial uses at grade;
  • a total floor space ratio (FSR) of 5.39;
  • a total floor area of 9,618 sq. m (103,530 sq. ft.);
  • a maximum height of 40.5 m (133 ft.); and
  • 97 underground parking stalls and 260 bike spaces.
