Rezoning Application - 3868-3898 Rupert Street & 3304-3308 East 22nd Avenue

The City of Vancouver has received an application to rezone 3868-3898 Rupert Street & 3304-3308 East 22nd Avenue from C-1 (Commercial) District to CD-1 (Comprehensive Development) District, to permit the development of six-storey mixed-use building.

The revised application was submitted on November 18, 2016, in response to feedback received through public consultaion and advisory review groups. The revised proposal includes:

    • 98 secured market rental units;
    • Commercial uses at grade;
    • A proposed floor space ratio (FSR) of 3.16
    • A building height of 68 ft. (21 m); and
    • 137 underground parking spaces.

This application is being considered under the Affordable Housing Choices Interim Rezoning Policy.

This application has been approved by Council at Public Hearing on May 16, 2017.

 

Key changes from the initial submission include:

  • Reduction in FSR from 3.60 to 3.16.
  • Reduction in residential rental units from 113 to 98
  • Building massing has been reduced:
      • The 6th floor has been setback from East 22nd Avenue by approximately 68ft.
      • Building massing along the lane has been reduced from three-storeys to one-storey.
  • The “C-shaped” floor plan has been revised to a linear “bar” building.
  • Setback at the lane has increased from 2 ft. to 4 ft. for additional landscaping. Above this, the massing has been setback a further 27 ft. on Levels 3 and 4, and  43 ft. on Levels 4 to 6.
  • Loading and garbage facilities have been consolidated and setback 13 ft. from the lane, to reduce the building massing along the lane.
  • Ground-floor setbacks have been added adjacent to the grocery store and café.
  • Residential entry has been relocated from East 23rd Avenue to the centre of the building on Rupert Street.
  • The indoor and outdoor amenity spaces are now located on Level 2 and on Level 5

*Note: All technical data to be confirmed through the rezoning review process.

A community open house was held on April 5, 2017 from 5-7pm, at the Renfrew Park Community Centre, Room 112 (2929 E 22nd Avenue), with City staff and the applicant team available to answer questions.
