Rezoning and Development Permit Application - 2423 Cornwall Avenue (formerly 2405-2445 Cornwall Avenue)
The City of Vancouver has received a revised application from IBI Group Architects to amend the existing CD-1 (657) (Comprehensive Development) District By-law to allow for additions to the Point Grey Private Hospital. The proposed amendments to the CD-1 Bylaw include:
- A floor space ratio increase from (FSR) 2.08 - 2.40 (representing an increase of 882 sq. m. (9,500 sq. ft.))
The proposed total floor area for the building will be 6,609 sq. m. (71,140 sq. ft.). The proposed changes are a consequence of Vancouver Coastal Health guidelines for licensing private care facilities. The majority of the new floor area is in the sub-basement and basement levels. Above-grade changes are limited to minor additions to amenity areas for on-site residents and an expansion to the structural system for the building. These changes will result in widening the building along Cornwall Street by 2.5 feet (eight inches on the west site and 23 inches on the east side). No other changes are proposed to the exterior of the building and the height approved in the 2014 CD-1 By-law of 12.9 m (42.3 ft.) will remain unchanged.
A 2014 rezoning application was approved by Council at Public Hearing on March 13, 2014 with conditions to redesign the building by lowering the height to a maximum of 3-storeys and reducing the proposed floor area to 2.08 FSR (5,737 sq. m. / (61,753 sq. ft.). This application has been approved by Council at the July 18, 2017 Public Hearing. The conditions having been met, Council enacted By-law No. 11891 on September 19, 2017.

Application Addendum (June 6, 2017)
Subsequent to the application submission, staff requested the applicant provide clarifying information on the drawings to compare the 2014 approved design with the proposed 2017 changes. The application content did not change.
