Revised Rezoning Application - 105 Keefer Street and 544 Columbia Street

This application was NOT APPROVED by Council at Regular Council on June 13, 2017.

The City of Vancouver has received a revised application to rezone 105 Keefer Street and 544 Columbia Street from HA-1A (Chinatown Historic Area) District to CD-1 (Comprehensive Development) District.

This revised application was submitted on December 12, 2016, in response to feedback received through public consultation and advisory review groups. The revised proposal is for a 12-storey mixed-use building that includes:

  • commercial uses on the first floor, including a seniors' cultural space;
  • 25 senior social housing units on the second floor;
  • 110 market residential units from levels 3 to 12;
  • a floor space ratio (FSR) of 7.04 (not including covered open-to-below spaces on levels 2 to 7) and a floor area of 11,951 m2 (128,648 sq.ft.); and
  • 83 underground vehicle parking spaces and 209 bicycle parking spaces.

The application is being considered under the Rezoning Policy for Chinatown South (HA-1A).

Key changes from the last submission (received April 15, 2016) include:

  • number of stories reduced from 13 to 12;
  • height reduced from 120 ft to 115 ft;
  • reduction in residential market unit count from 119 to 110;
  • reduction of FSR from 7.06 to 7.04 (not including covered open-to-below spaces on levels 2 to 7);
  • introduction of new public pedestrian passages and courtyard through the project; and
  • reduction in overall bulk and massing.

Please note the proposed 25 seniors social housing units on Level 2 (including associated amenity spaces) and a dedicated seniors cultural space on ground floor remain the same as the last proposal.

A community open house took place from 5 to 8 pm on Tuesday, January 10, 2017 at the Chinese Cultural Centre Auditorium (50 East Pender Street) with the applicant team and City staff available to answer questions.

At the May 2, 2017 Regular Council meeting, Council referred this application to the May 23, 2017 Public Hearing.

At the Public Hearing on Tuesday, May 23, 2017, Council received staff and applicant presentations regarding this rezoning application and heard from speakers up to number 35. The Public Hearing reconvened on Thursday, May 25, 2017, Friday, May 26, 2017, and Monday, May 29, 2017. On Monday, May 29, 2017, Council concluded hearing from speakers, closed the receipt of public comments, and referred questions, discussion and decision to the Regular Council meeting on June 13, 2017, as Unfinished Business.

 

At the June 13, 2017 Regular Council meeting, Council did not approve this application.

  • 83 underground vehicle parking spaces and 209 bicycle parking spaces.

Second Revised Application (April 15, 2016)

  • a 13-storey building with commercial uses on the first floor, 25 senior social housing units on the second floor and market residential units above;
  • 119 market residential units, 68% of which are two- or three-bedroom units;
  • a floor space ratio (FSR) of 7.06 and a total floor area of approximately 12,027m2 (129,465 sq.ft.); and
  • 81 underground vehicle parking spaces and 228 bicycle parking spaces.

First Revised Application (September 3, 2015)

  • a 13-storey building with commercial uses on the first floor, 25 senior social housing units on the second floor and market residential units above;
  • 127 market residential units, 67% of which are two- or three-bedroom units;
  • a floor space ratio (FSR) of 7.18 and a total floor area of approximately 12,188 m2 (131,203 sq.ft.); and
  • 81 underground vehicle parking spaces and 228 bicycle parking spaces.

Initial Rezoning Application (September 18, 2014)

  • a 13-storey building with commercial uses on first and second floors and market residential units above;
  • 137 market residential units, 63% of which are two- or three-bedroom units;
  • a floor space ratio (FSR) of 7.30 and a total floor area of approximately 12,392 m2 (133,393 sq.ft.); and
  • 130 underground vehicle parking spaces, and 175 bicycle parking spaces.
